It's a victory for Flyers Rights , an advocacy group that has pushed for new rules regulating seat sizes. But as seats grow ever smaller, that conclusion only gets harder to swallow.

Around 6:30 a.m., citizens reported seeing the body in the sand to city employees, who then alerted Ocean City dispatchers. Ocean City Police Forensics Services Unit recovered the victim with assistance from Maryland State Police crime scene technicians.

The body was taken to the Office of the Chief Medical Examiner to determine the cause of death. The incident remains under investigation.
